Reports needed for a self-storage or trade counter unit
Self storage sits in Class B8 and a trade counter is an ancillary question, not an evidence one. What the transport, noise, drainage and employment documents have to prove on an industrial estate site.
Self storage planning documents divide into two groups: the ones every industrial scheme needs, and the two or three that exist because of how a storage unit actually operates. The operational ones are servicing and vehicle tracking for a building with a small car park and a steady stream of vans, and a noise case for extended or 24 hour access. The trade counter, if there is one, is a use class question rather than an evidence question, and it is the item most often left vague in a description of development.
A trade counter attached to a storage unit is workable. A trade counter that quietly becomes the main activity is a different use, and councils enforce against it.
Use class and where the trade counter sits
Storage and distribution sits in Class B8 of the Use Classes Order. Retail sale to visiting members of the public sits in Class E(a). A trade counter serving trade customers from within a B8 unit can be lawful as an ancillary element of the storage use, provided it stays genuinely subordinate in floorspace, turnover and trip generation.
Councils manage this with conditions. The common form caps the trade counter at a stated floor area or a percentage of the unit, restricts sales to trade customers, and ties the counter to the B8 use so it cannot be severed and let separately. Expect that condition and design for it, because arguing about it after permission is granted is slow.
Self storage itself has been treated as B8 in most decisions, and it is the sensible starting point. Where the operator offers services beyond storage, such as packaging sales or workspace, set out the floorspace split in the description of development rather than leaving it to the officer to work out.
Transport and servicing evidence for HGV movements
Transport is where the evidence base concentrates. A self storage unit generates a different trip pattern from a distribution warehouse: many light vehicle movements spread across the day, a weekend peak, and occasional articulated deliveries. A trade counter adds a van-heavy morning peak.
The transport work should cover trip generation from a comparable operating site rather than a generic database category, swept path analysis for the largest vehicle to be accommodated including the refuse vehicle, service yard dimensions with turning space so that reversing onto the highway is not needed, and parking provision for staff, customers and cycles.
A Transport Assessment is expected where the floorspace or trip generation crosses the thresholds the local highway authority applies, and a Transport Statement will do for a smaller unit on an established estate. National guidance on transport assessments sets the principle that the scope is agreed with the highway authority, so agree it at pre-application and record the agreement.
Construction traffic gets its own document on most estates, covering routing, wheel washing, delivery booking and hours.
Noise and hours for a 24 hour operation
Extended access hours are the commercial point of self storage and the main reason for local objection where residential properties sit nearby.
The noise assessment should follow BS 4142:2014+A1:2019 for fixed plant such as air handling and refrigeration, and should deal separately with vehicle movements, shutter doors, trolleys on hard surfaces and reversing alarms. Night-time background sound levels have to be measured, because a 03:00 arrival is judged against a much quieter baseline than a 10:00 one.
Mitigation that works on these sites is mostly layout. Put the access and the yard on the side away from housing. Specify broadband reversing alarms rather than tonal ones. Use quiet-close shutters and solid boundary treatment where the sound path is direct. Where the operator genuinely needs 24 hour access, propose a management plan with the application rather than waiting for the condition to be imposed and then applying to vary it.
Drainage and large roof areas
A storage shed is a large impermeable roof over what is often a former yard. Surface water is therefore a design issue from day one.
The drainage strategy needs to establish the existing run-off situation, apply the discharge rate the lead local flood authority requires, and size attenuation for the design storm with a climate change allowance taken from the current Environment Agency figures. Those allowances are revised, so cite the version you used and the date. Infiltration testing to the appropriate standard should be done early, because a site that will not soak away changes the layout.
Roof area also creates opportunity. Rainwater harvesting, blue roofs and attenuation beneath the yard are all easier to design in than to retrofit. Our drainage work usually starts with the constraints map, and a Drainage Strategy prepared alongside the layout avoids the late redesign that happens when attenuation is discovered after the building footprint is fixed.
Foul drainage is simpler for a storage unit than for most uses, but the water undertaker still needs to confirm capacity where a connection is new.
Lighting and boundary treatment
Security lighting on a 24 hour site is a frequent source of complaint. Design to the Institution of Lighting Professionals guidance on obtrusive light, state the environmental zone, and model vertical illuminance at the nearest residential windows.
Practical measures are column height and aiming, full cut-off luminaires, a curfew regime that drops levels outside operating hours, and warm colour temperature where the site adjoins housing or a dark landscape. Boundary treatment carries a double load here: security fencing has to satisfy the operator's insurer and the visual amenity policy at the same time, so show the fence type on the elevations rather than leaving it to a condition.
Ecology deserves attention on estate sites. Mandatory biodiversity net gain applies to commercial development, and a Biodiversity Net Gain Assessment needs a habitat baseline before the site is cleared. The statutory metric must be completed by a competent person under the Environment Act 2021 regime, and the biodiversity gain plan is approved by the local planning authority after permission.
Employment land policy and the jobs argument
Self storage has a weak jobs case and there is no point pretending otherwise. Published employment density guidance used by most authorities gives floorspace per job figures by use class, and storage sits at the high end, meaning fewer jobs per square metre than office or light industrial floorspace.
Where the site is an allocated employment site or protected by a local plan policy, that matters. The argument has to be made on other ground: meeting an identified demand, supporting small businesses and household moves, bringing a vacant or contaminated site back into use, and delivering investment where the market has not supported alternative employment uses.
An Employment Land Assessment is the document that carries this, and it should use the council's own employment land review evidence. Where the site sits inside an Air Quality Management Area, the HGV component brings additional scrutiny, and our note on which reports apply in an AQMA sets out what changes.
The document pack for an industrial estate site
For a new self storage or trade counter unit on an employment site, a typical pack is:
- Forms, location plan, site layout, floor plans, elevations and a boundary treatment drawing
- Planning Statement covering use class, the trade counter split, employment policy and the development plan position
- Design and Access Statement where the application is major
- Transport evidence with swept paths, trip generation, parking and servicing
- Noise assessment covering plant and operational activity, with night-time measurements if extended hours are proposed
- Drainage strategy with infiltration testing and attenuation design
- Biodiversity net gain metric output and habitat baseline, prepared by a competent person
- Contaminated land Phase 1 desk study where the site has an industrial history, with Phase 2 if the desk study identifies risks
- Lighting assessment, construction management plan and a waste management strategy
Add an EIA screening request where the site area approaches the Schedule 2 thresholds for urban development projects, or where the site sits in or near a sensitive area as defined in the 2017 Regulations.

Frequently asked questions
Which use class does self storage fall into?
Storage and distribution, Class B8, is the usual classification and the sensible starting point for a description of development. Where the operator offers more than storage, such as packaging sales or workspace, set out the floorspace split explicitly in the description rather than leaving the officer to work it out from the plans.
Can a trade counter operate from a B8 unit without permission?
A trade counter can be lawful as an element ancillary to the storage use provided it stays genuinely subordinate in floorspace, turnover and trip generation. Councils usually condition it, capping the floor area, restricting sales to trade customers and tying the counter to the B8 use so it cannot be let separately.
Do I need a Transport Assessment for a storage unit?
It depends on floorspace and trip generation against the thresholds the local highway authority applies. A Transport Statement is often enough for a smaller unit on an established estate. Either way, agree the scope with the highway authority at pre-application stage and use trip data from a comparable operating site rather than a generic category.
Does biodiversity net gain apply to commercial development?
Yes. The mandatory regime under the Environment Act 2021 applies to commercial schemes as well as residential ones, subject to the exemptions. The statutory metric must be completed by a competent person, the habitat baseline has to be taken before the site is cleared, and the biodiversity gain plan is approved by the local planning authority after permission.
How do I argue an employment policy case for self storage?
Not on jobs. Published employment density guidance puts storage at the high end for floorspace per job, so the case rests elsewhere: meeting identified demand, supporting small businesses and household moves, returning a vacant or contaminated site to use, and delivering investment where the market has not supported other employment uses.
